Summary:

The New Zealand Productivity Commission (the Commission) was asked to conduct an inquiry into local government funding and financing. The review comes amid growing concerns about the sustainability of local government funding and is set more than a decade since the last inquiry (the Local Government Rates Inquiry) in 2007. To assist with its inquiry, the Commission has sought an assessment of the current use of rating tools by councils, along with a comparison of previous analyses undertaken for the earlier 2007 inquiry. This report summarises the key findings of the assessment for the Commission.
